According to the public relations report of the National Research Institute of Oceanography and Atmospheric Sciences, Dr. Samad Hamzaei said in the "Sea-oriented Development" program in the Persian Gulf Provincial Voice, referring to the special position of this waterway, he said: The Persian Gulf is a special and strategic region with rich fisheries and energy resources.

He considered "education and empowerment of local communities" and "strengthening maritime knowledge" as the main pillars of development and added: maritime knowledge is essential in areas such as shipbuilding, offshore industries and fisheries management - including determining the balance limit of fish catch.

Referring to the existing shortcomings, the head of Hormozgan Oceanographic Center pointed out: We are facing a weakness in knowledge and research in sea-oriented development and the lack of an integrated policy is evident. He clarified: We need a "custodian" for sea-oriented development so that he can coordinate between institutions, universities and other institutions.

Dr. Hamzaei stated that the sanctions are not ineffective, but there are many fields of marine development in the country, he also pointed out the neglected areas and said: We have the least activity in areas of marine biotechnology such as the marine pharmaceutical industry, which is very advanced in the world.

Referring to the road map drawn by the Supreme Leader, he added: According to this road map, the progress of the country depends on maritime development.

In the end, Dr. Hamzaei considered "sea-based economy" to be synonymous with "responsible use of the sea" and emphasized: every economic and industrial activity affects the environment, but by avoiding over-exploitation and pursuing "environmental sustainability", both local communities and the environment can benefit from this development.
